A bill has been introduced in the IL House of Representatives that threatens to change current IL adoption law. House Bill 4220 would allow a birth father up to one year to register in the Putative Father Registry (currently the law affords him throughout the pregnancy and up to 30 days after the birth). This change in the present law has the power to disrupt an adoptive placement.

I am a tax paying and voting citizen of the state of Illinois. I am writing to you with respect to HB4220. This bill seeks to modify the time allowing a man to register in the Putative Father Registry, under certain conditions, to a period of one year. Potentially, this modification would extend the anxiety and uncertainty within an adoptive family from the current period of 30 days. This is far too long to long for families to live in limbo when a man has had 9 months plus 30 days since birth to figure out if he wishes to parent or not.
It is also a major setback from all the progressive Putative Birthfather laws that have been legislated. Ask yourself, do you really want another very public Baby Richard case? I do not. It is unfair to the children, and it is unfair to the adoptive families. Please stop this from happening by opposing this bill.
